Eligibility Info

The rent for a unit located in the Housing Authority inventory is based upon 30% of an applicants total family income.  Certain adjustments to the income are made for those applicants which qualify and will be explained further upon meeting with one of our Property Managers.  The adjusted income for all applicants must be below the income limits shown below.

The Housing Authority utilizes the following types of rents: 

1)  Minimum rent which is the lowest rent you will pay and is currently set by HUD at $50;

2)  A formula based rent which is based upon the total family income less applicable deductions and is more than the   minimum rent but less than the flat or ceiling rent.

3)  A flat rent which is the highest rent you will pay for a annual period and is based upon 80% of the Fair Market Rent for a comparable size unit in the Cumberland area; and
 
4)  A ceiling rent which is the most you will pay for a short term due to dramatic increases in income during a certification period.

This rate schedule is based upon the established 2017 HUD Fair Market Rents, the average energy use
provided by Contellation Energy/2rw Consultants and regulations established by HUD.  This schedule was
approved on 12/21/2016 by the Housing Authority of the City of Cumberland Board of Commissioners.
