The Housing Authority for the City of Cumberland, Maryland

The Housing Authority for the City of Cumberland, Maryland was established in 1949 as a HUD Public Housing Authority operating under the guidelines of the United States Department of Housing and Urban Development (HUD) and is charted under the Annotated Code of Maryland Article 44A.  The Housing Authority owns and manages five developments built between 1952 and 2011 and has been providing public housing to the low-income residents of the City of Cumberland since the first units were completed in 1952.  The Housing Authority is a full service agency with all business and mainteance operations conducted within and operates independantly from that of local government.

The Public Housing program provides physical units for rent to low income families at an affordable rent which is based upon the payment of 30% of adjusted family income.  There is a minimum rent of $50 and a maximum rent which is equal to 80% of the area Fair Market Rent for the size of unit as established by HUD.

The Housing Authority is evaluated annually by the Public Housing Assessment System which is performed through third party and HUD evaluations which measures four areas: 1) Financial Management and Condition-30%; 2) Physical Condition of properties and units-30%; 3) Assessment of Management operations-30%; and 4) Assessment of the use of the Capital Fund-10%.  Since 1999 when HUD implemented the
Public Housing Assessment System, we have been consistantly rated each year as a High Performing Agency with the fiscal year 2015 score being 95%. 

Cumberland Housing Alliance, Inc.

The mission of the Cumberland Housing Alliance is to address the housing and community economic development needs of low to moderate income resident of the greater Cumberland region of Allegany, Garrett Counties in Maryland, Bedford County, Pennsylvania, and Mineral County West Virginal. By developing affordable housing, creating homeownership opportunities, ensuring long term availability of developable land, and community economic development activities, the Cumberland Housing Alliance will improve economic opportunities for the citizens of the region.

The Cumberland Housing Alliance incorporated is a non profit 501c3 corporation registered in the State of Maryland which performs housing development, construction and management functions utilizing various forms of funding.  The Cumberland Housing Alliance serves as the nonprofit development corporation arm of the Housing Authority of the City of Cumberland. The Cumberland Housing Alliance is staffed by the employees of the Housing Authority.

The activities of the Cumberland Housing Alliance include the development, construction and management of rental and ownership housing developments in the Greater Cumberland area including Low-Income Housing Tax Credit developments, redevelopment of public housing developments, urban infill projects, and renovation of dilapidated properties for use as affordable housing.  The Alliance also provides financing tools used to assist in the purchasing and development of housing for middle moderate to very low-income household.

Roberts Street Development

The Cumberland Housing Alliance is proposing to redevelop 200-208 Roberts Street as an affordable housing opportunity for households at or below 80% of Area Median income. The formerly blighted and abandoned property was demolished and currently is a green space area. The proposed project includes new single family or duplex homes that will significantly improve the quality of housing in the immediate neighborhood. The proposed new or significantly improved home(s) will be available as for sale property or lease-to-own properties that will be affordable to households at or below 80% of AMI. The neighborhood’s close proximity to an elementary school, recreational complex, and the C& O Canal make it an ideal community for the Alliance to work to revitalize.

Hillside Estates Development

A joint venture with the Housing Authority of Allegany County who owns the physical property located in Cresaptown Maryland in the proximitry of Street.  This development is designed to provide affordable rental housing, market rate rental housing and for sal single family homes.
